How to Add CIS to Your Government Gateway: A Guide for Kent Contractors

Construction is one of the biggest trades across Kent, and if you take on subcontractors you will be operating the Construction Industry Scheme (CIS). To verify subcontractors and file your monthly CIS returns online, the scheme needs to be on your Government Gateway account. Here is how contractors in Gravesend, Dartford, Medway and beyond add CIS, and what to have ready.

Contractor or subcontractor?

A quick point first, because the two are different. If you pay subcontractors, you are a contractor and you file monthly CIS returns — that is what this guide covers. If you are a subcontractor being paid under CIS, you register for CIS but you do not file the monthly returns. If you are unsure which applies to you, that is worth a conversation before you go further.

Before you start: what you’ll need

You should already have registered as a CIS contractor with HMRC. To add the online service you will typically need:

  • Your Unique Taxpayer Reference (UTR) — the company UTR, or your own if you are a sole trader.
  • Your Employer PAYE reference and Accounts Office reference, as CIS for contractors runs alongside your PAYE scheme.

Step by step

Sign in to your Business Tax Account at GOV.UK and then:

  • Select “Get online access to a tax, duty or scheme”, then “Add a tax, duty or scheme now”.
  • Choose “Employers or intermediaries, for example PAYE for employers or CIS”.
  • Select the Construction Industry Scheme (CIS) option and follow the prompts, entering your references when asked.

As with PAYE, access to CIS may need an activation code that HMRC posts to you, so allow around ten working days and don’t leave it until a return is due. Once it is active, you can verify subcontractors and submit your monthly returns online.

Why this matters — the deadlines are tight

CIS returns are due by the 19th of each month, and the penalties for late filing start immediately and mount up quickly — even a nil return that is late attracts a fixed penalty. Having CIS in your own account means you can always see your filing position and, if you ever needed to, submit a return without waiting on anyone. It is the same principle as the rest of this series: your deadlines are ultimately your responsibility.
